Cannot scroll from touchpad

Original program on my laptop `Vista`. Upgraded to `Windows 10` 2 weeks ago, on HP Compaq Presario CQ61 since then the wheel on the right hand side of the touchpad does not work to move the screen up and down. Need to move pointer to bottom right of screen,
and use the side scroll bar to move screen.

Any suggestions much appreciated.
