Windows 10: My hp windows PC stuck at hp screen and restarting again and again

My PC isnt even going safe boot. I tried holding power button for 10 seconds three times.. please help

Screen stuck on hp screen

Was reinstalling windows 10 on my hp laptop as directed. The prompt says that it would take sometime. It has restarted several times but for the past 4 and one half hours it is stuck on the hp screen still hearing sounds, screen in grey mode but nothing
else. What should I do at this point?

HP Pavilion PC stuck on loading screen after uninstalling Windows

Hello, I recently turned on my HP Pavilion PC and encountered an issue. The computer turned on and went to a black screen with only the cursor visible, and the fan was blowing loudly. I attempted to enter the boot menu by pressing a key before the computer started up, which worked. I tried to enter the boot menu by pressing a key before the computer started up; which worked, but instead of booting from a USB (which I didn't understand how to do at the time and thought I needed to purchase software for), I clicked 'uninstall Windows'. Now, every time I turn on the computer, it shows the HP logo and then goes to a blue screen with a white loading spinning wheel that flashes and flickers, and the fan blows loudly. The screen never progresses past this point and I can no longer access the boot menu. I have tried waiting for several hours, but the issue persists. Can anyone please help me with this issue? I would really appreciate it. System information:

• HP Pavilion PC

• Windows 10 version 1809
