Windows 10: My internet is slow but if i turn on vpn in Norton then it is fast

I bought a pc two months ago and immediately had a problem, my internet is slow. I later found out that if I turn the vpn on and off in norton 360 for gamers and then my internet is fast, I removed the program and I still have slow internet. What is the problem here?
