Windows 10: My ip suddenly changed and now im in texas?

Ok I don't remember what i was doing exactly but this week my ip changed to ipv6 and google keeps saying i'm sending strange requests. Google and some mikrotik website also accuses me of some botnet i've tried every thing and nothing works please help me.

IME changes randomly

I would be typing in English or Chinese IME but then suddenly it would change to Japanese input even though I never asked for it. This usually happens when I'm switching programs but also known to change without asking at other times too. How do I stop
it besides taking Japanese off the list?
