Windows 10: My laptop acts as if the Fn and Ctrl key are constantly pressed.

I have a HP Spectre x360 that I've owned for 2 years now. Recently when I try to use the keyboard, on-screen keyboard, or a USB attached keyboard, my laptop will think that I constantly have the Ctrl or Fn keys pressed down. If I click H in the Google Chrome search bar by itself, it will act as if I clicked Ctrl+H and open up my history. On my keyboard My F6 key also has the mute key, so if I click mute by itself, it will act as if I clicked Fn+F6. This is driving me insane. I've tried everything to fix it. My onscreen keyboard acts the same way and if I attach a keyboard it does the same thin

FN key always on

To clarify, I was saying "Accessibility" features maybe be controlled via the BIOS, not the Fn keys. And one of the Accessibility features makes the keys "sticky". This allows folks with some disabilities to press, for example, the Ctrl key, then the Alt key, and then Del in sequence instead of all at once. Same with the Fn key. The sticky feature would let you first press the Fn key, and then the F9 key (for example) and not Fn + F9 at the same time to enable/disable whatever Fn + F9 does with that notebook (it is the touchpad on my Toshiba).

 

New laptop FN keys not working [Solved]

The FN key seems to be a toggle , I don't need to press it every time I want to adjust the volume or brightness.
With all my previous laptops I needed to press the FN key WITH the f key I needed to use, so it works slightly different on this laptop than what I'm used to.

 

Computer acts as if the CTRL key is pressed down when it is not

I've been experiencing an issue with my pc (Windows 10) recently where my computer acts as if the CTRL key is pressed down when in fact it is not. For example, typing "w" in a web browser executes the CTRL + w command, and so forth. Viewing the onscreen
keyboard confirms that the CTRL key is pressed down. Here are the things I have tried to fix this:

• press both CTRL keys for 15 seconds
• turn off sticky keys, toggle keys, and filter keys
• switch out my keyboard
• plug my keyboard into a different usb port
• uninstall and reinstall my keyboard drivers
• hold CTRL + Shift for 15 seconds
• reinstall windows
• run system file checker

The problem seems to be completely random, but occurs mostly when I'm running a program other than a web browser, such as a game. Any help with fixing this would be greatly appreciated.
