  1. My laptop is deleting various programs and files after booting up.

My other laptop is having issues where full programs are being removed from the computer along with picture files. The background image is being reverted to a stock image. It's happened twice now with no warning in advance. The computer is being turned off by clicking the shut down button in the menu on the bottom left of the screen with no large background such as a browser or game.

    :)

App for deleting files while being used by another process...

Most of the time, booting in safe mode, as administrator, will enable you to remove those files (maps).

however, there are some programs out there to do just whatyou ask, I once found one after some searching on google. So either try my suggestion, or in fact search on google perhaps?

"Force delete" will bring up enough info on this.

My laptop is deleting various programs and files after booting up.

    Cannot delete files in Temp

im quite sure none of them are spyware perflib perfdata is just a temp file created by windows (or maybe a program you have installed) ive had the same thing and after a while of googling found them to be harmless i think they will dissapear on there own or you can delete them when there no longer needed by the system, try a washer program and see if that gets rid of them, i used to use a trial version of window washer but havent used this in a while so dont know weather they still do a trial or wether it comes with any kind of spyware as its a trial. but a washing program usually cleans everything if its a good one.

also try booting into safemode as administrator and deleting the files.
