Like I said before it boot loops and I try to reset it with f8 and a blue bar appears as of it’s trying to go into that stuff but then goes oh no I’ll boot into windows BUT THEN IT DOESNT and then BSOD and it goes on and on and dell say to a test in the Bios I’ll do that but some extra help will be nice

Issue with booting the computer - error code OXC000021a Wintows 10

My laptop got infected with a virus and I wasn't able to access the safe mode. I did a resetting but now I get the error code OXC000021a. There is no way I can access the windows CD. Any suggestions?

I realize the inconvenience you are facing. Let me help you in resolving the issue.

I suggest that you perform Power Drain and check if you access or stop the loop from reappearing. To perform
Power Drain follow the steps below:

• Unplug the charger and remove the battery of your laptop, if using a desktop remove the power cord.
• Press and hold the Power button for 30sec
• Plug the charger/power cord and restart system.

If you are able to exit the loop, I suggest that you create a Media Creation Tool as stated by Billion and perform Reset with Keep my Files as option. To do so follow the steps below

• Start your computer from the installation media. Insert the disk or USB stick and restart your computer. If you see a message asking you to “Press any key to boot from DVD,” do so. If you don’t see the message,
  you might need to change the boot order in your computer's BIOS settings so that it first starts from the disk or USB. When you see the
  'Install Windows' page, tap or click 'Repair your computer' link to start the
  Windows Recovery Environment.
• Recovery Environment will open after the computer restarts, click on
  Troubleshoot, then Reset This PC.
• Choose the options to reset with "Keep files and folders".

Also refer to the steps given in the article under the section "reset your pc" and choose the option to "keep all files".

Disclaimer: Choosing the option to keep all files will remove apps and drivers, settings but keep your personal files while the "remove everything" option will remove everything in the pc including your personal
files. Make sure to choose the first option.

I have just turned on my computer and it keeps looping off and restart with a stop code of Oxc000021a.

I can not get out off the restart loop, what would you do next?
