Windows 10: my laptop seems to be stuck on win11 21H2

My laptop Dell Inspiron 5414, which has a ryzen 5500U and was shipped with windows11 when purchased seems to be stuck on Windows 11 21H2. If I were to manually press check for updates I do not get 22H2 or 23H2, my laptop SKU was tested by dell for the newer windows version, yet I don't understand why i haven't received it yet.

My new HP Windows 11 21H2 laptop is not being offered the upgrade to 22H2

Hi Dave,

In answer to your question "have you installed all listed KB updates already?" I personally have not installed any updates myself, everything I've got has been done by WU as follows:-

After booting up the new laptop for the first time last week, WU successfully installed 43 updates (Quality 5, Driver 35, Definition 1, Other 2). Of the Quality Updates, two are related to .NET, as is one of the Definition Updates, 1 is a one-off 2022-08 Win11 Security Update, and the remaining two are the initial 2021-11 Cumulative Win11 21H2 Update KB5007215 and the "final" 2023-10 Cumulative Win11 21H2 Update KB5031358 that I referred to in my original post. WU has not installed the two later 2023-11 and 2023-12 21H2 Cumulative Updates listed on Microsoft Update Catalog - do you think it should have and would it make any difference?

I don't know how many of the relevant intervening monthly Win11 21H2 Cumulative Updates listed on Microsoft Update Catalog WU would be expected to install in this one major updating operation (if any?), but between those two I've got, the Catalog lists a further 22 others (2021-12, 2022-01 thru 2022-12, 2023-01 thru 2023-09) which are presumably all included in the "final" Cumulative 2023-10 one that I have. So it would seem to me that I do have effectively all the expected listed KB updates - do you agree?

At no point has WU offered me the option of upgrading to 22H2 (or to 23H2 for that matter) and it now always says "You're up to date", despite the fact that it is persistently failing to install 2023-10 Windows 11 Update KB4023057 error code 0xC1900401 (Update Health Tools, which is therefore not installed - could that be a pointer to the problem do you think?).
