Windows 10: My laptop sounds like a rocket taking off and the CPU usage is constantly 95-100% and...

I reset my windows and tried several different fixes after looking around to web for help but to no avail. Just regular programs use 20-50% CPU like firefox or norton or task manager and the sound is extremely loud. The laptop has been doing this for a while now. What can I do to fix the problem? I'm not much of a computer person

Rocket League 100% CPU Usage?

So I'm not sure what's going on, but up until yesterday, I can't play Rocket League. The game is extremely laggy and my CPU usage jumps to 100% when it's running. I never had this issue before, as I played the game for a total of 3 hours so far. I'm clueless as to why I'm having these problems.

Here's my build: System Build - Core i7-7700K 4.2GHz Quad-Core, GeForce GTX 1080 Ti 11GB SC Black Edition, Carbide Quiet 600Q ATX Full Tower - PCPartPicker (hard-drives are standard 500GB solid-state).

If I need to provide any more information, I'm more than willing to help. Hope to hear some feedback!

 

CPU Usage Constantly at 100%

So I tried downloading the hotfix here Z97-A/USB 3.1 | Motherboards | Asus but it didn't do any good.

I did selective startup via Diagnostic Startup in System Configuration, and there were no problems in CPU usage when I did that. Resumed to normal startup, same issues.

Startup programs: Just Dropbox, OneDrive, and AutoHotKey.

Honestly this makes no sense.... appreciate the help thus far, hopefully this info helps.

Edit: whoa, quick update. I used a CPU stress tester almost immediately after I posted this, and after it happened, it seems to have fixed the problem... weird, we'll see how long this lasts....

 

CPU constantly at 100%, but in Process Explorer usage is around 5%

Task Manager shows CPU usage constantly at 100%, but Process Explorer shows CPU usage at about 5%. I've tried the solution presented in CPU Constantly at 100% In Task Manager, But Not in Process Explorer, but it did not work for me. When I reboot the PC into Safe Mode, though, everything is OK.

How can I resolve the discrepancy?
