Windows 10: My laptop's built in camera keeps turning on and off - 3 seconds on and then turns off for...

I have a Lenovo Ideapad Y700 and I run windows 10I tried checking drivers, giving permissions and nothing helped so far...I have no error message

Webcam keeps turning on and off every 2 or 3 seconds

We understand the concern as you are having difficulties with the webcam. In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

• What is the Version and Build of Windows 10 installed on the PC? (Type
  winver in Windows search/Run command)
• What is the make and model of the PC?
• Is it an in-built webcam or external webcam?
• Are you getting any error message?
• Are you aware of any changes on the PC prior to this issue?

In this scenario, we would suggest you to perform these steps.



Change Windows Settings.

1. Press Windows + I key to open Settings.
2. Click on Privacy and select Camera from the left pane.
3. Now turn on the toggle switch for Camera access for this device by clicking on
   Change.
4. Next toggle the switch to On below Allow apps to access your camera
   
5. Also toggle the switch to On below
   Allow desktop apps to access your camera.

Laptop Camera

Thanks for updating us on the results of the troubleshooting steps that you have completed. Since the built-in webcam is still not working correctly and the same error code 0xA00F4244 (0xC00DABED) is still appearing, we suggest that we check the camera privacy
settings to see if the camera access is turned on. Kindly follow the steps below to check the camera privacy settings:

• Press the Windows key + I to open the Settings app.
• Near the top of the Settings app window is the search box, kindly type the word "webcam" or "camera".
• From the list of results choose Camera privacy settings.
• Make sure that "Let apps use my camera" toggle is set to On.

Can't turn on camera during sign-in after update

After most recent updates, I keep getting a message during sign-in that say "Cannot turn on camera; sign in using PIN." I can use the camera, and facial recognition seems to be set up ok. Suggestions anyone? I use a Dell laptop with built in camera.
