NumLock keeps being turned of every time I (un)lock my PC

The solution that Gerry has provided is one of the workarounds we can perform to isolate this issue with your Num Lock key. Basically, if Fast Startup is enabled and Num Lock is configured to turn on at boot, Fast Startup will override the settings. With
that, we suggest that you follow Gerry's suggestion and see if it addresses the issue.

However, if you don't want to disable the Fast Startup feature, then follow the workarounds below:

• Shut down your computer, then turn it back on.
  
• When you reach the login screen, do not log in yet. Instead, press the Num Lock key to enable it.
• Once done, shut down your computer by clicking the power button from the login screen.
• Turn your computer back on and see if Num Lock is enabled on the login screen.
