My New Bluetooth Keyboard and Mouse Won't Connect Because My Computer Is In Lock Screen

I lost my old mouse and keyboard in a recent move, and had to buy new ones.I purchased a CASA Pop-Up Desk keyboard and a Pop Mouse both by Logitech. Both are turned on and functional; I tested them with my Mac laptop just to make sure. But I cannot for the life of me figure out how to pair them with my Windows 10 desktop. I have a ASUS VG245 monitor, and an Alienware computer I can't remember the exact model. When I turn on my computer, it goes to the lockscreen, although it doesn't give me a place to login, and says keyboard initialization failure on startup. I have no way of getting into

    :)

Exit Lock Screen - Keyboard or Mouse click

I have multiple computers with the Win10 (64 bit) update. On two of the computers, if I enter the lock screen by using the Start-L keyboard shortcut, I can exit the lock screen (and enter the log on screen) by clicking the mouse or hitting a key. However, if there has been an extended period of time (e.g. overnight), on one computer I can only exit the lock screen by pressing a mouse button. On another computer I can only exit the lock screen by hitting the keyboard. I would like it to be able to use either to exit the lock screen. Some deltas:
Computer 1 (mouse exit works) has wireless bluetooth mouse and keyboard.
Computer 2 (keyboard exit works) has a wireless keyboard, but it is IR (so the IR receiver is tied to a USB port). The mouse is a Wacom mouse that works with my drawing tablet. The tablet is attached via USB.
I upgraded both computers from WinXP 64bit, and did not have this issue.
Any ideas? I'm thinking the devices must be entering some quiescent state when 'off' for a period of time, but, like I said, this did not happen with XP.

Bluetooth keyboard / mouse not working - not connected

This is a new behavior as of today, but some instances were noted previously:

Equipment: Dell XPS Desktop ( MSFT Signature ), Microsoft Surface ergonomic keyboard, Microsoft Surface mouse ( both Bluetooth )

Problem: On bootup, the computer does not recognize the keyboard and mouse. In the past, the system flashes keyboard failure from the bios but then proceeded to the lock screen, and did work with these devices. Now it simply does not respond to either.
It is locked in the lock screen.

Using a plug in keyboard and plug in mouse, I got the system to boot. Looking at Settings, both the mouse and keyboard are seen as paired in the Bluetooth setting. On the notification screen, Bluetooth is highlighted, but says Not Connected.

This problem started with Creators update. Even after that the keyboard and mouse were working until Friday but now neither works. The mouse is new, the keyboard is a few months old.

Using this with the MSFT ergonomic keyboard and mouse that use a dongle will work ... but Bluetooth does not.

    IMPORTANT TO NOTE:

    1) The two Bluetooth devices have not failed ...

    2) PLEASE DO NOT tell me to do a full system reset --- that is not an appropriate answer and wastes days of time

    3) This issue has resulted since the last set of updates ... so someone in engineering should have an answer

    4) PLEASE DO NOT tell me to post this in Feedback. They do not provide answers there and make it clear THIS is where we post questions if we want answers.

With that in mind, does anyone have actual answers ( so sorry to be rather rude, but that comes from seeing so many inappropriate answers to posts ).
