Windows 10: My New PC Has Stuttering and FreeSync Issues

I've been able to significantly improve my stuttering issues, but my games still stutter every now and then randomly. Also, I've noticed that there are times when my game seems to stutter even though my MSI Afterburner frametime graph shows a straight line. I thought that I was just seeing things, but I decided to enable my monitor's refresh rate display. These "fake stutters" seemed to match up to times where my monitor's refresh rate would randomly decreas

Windows 10 stutter/stall

Yeah no good, could it be something to do with freesync?

Other computers I tried it on don't support freesync, that is the only defining difference.

The monitor I tried that solved the stutter doesn't support freesync and the pc's a tried my monitor on doesn't support it and didn't have the issue with the monitor also.

I have tried disabling it but it still was the same, but it's hard to tell if it's really disabled when using windows 10 apps.

Mouse ticking stuttering issues when gaming
