Windows 10: my other account was compromised and I can't recover it

The account I'm typing this on is not the account I am asking about, as that account has been compromised and I cannot sign in. I've been trying to recover the account via the suggested methods, but every time I try I get messages saying "This microsoft account does not exist" and I get prompted to create a new one. This is confusing to me, as I am still signed into my account on Windows on my PC. The scammer got my login details and then changed my account details so I couldn't log in, so I am unable to recover my account with the online form, and trying to speak to a human over the phone is
