Windows 10: my pc got hacked should I have it on private or public?

my pc got hacked , I was told to put it on public, it that right I got hacked when it was on private*** Moved from: Outlook / Windows / Classic Outlook for Windows / For home ***

Change Network from Public to Private

I suggest you to follow the steps below to
change your network from Public to Private:

• 
  Type PowerShell in Search Window and then right click on it and click on
  Run as Administrator.
  
• 
  Type the following command to find your interface Index:
  Get-NetConnectionProfile
  
• 
  Use your interface index (for example 5) with this command:
  Set-NetConnectionProfile -InterfaceIndex 5 -NetworkCategory Private
  
• 
  Now reboot the device and check if the network has changed from Public to Private.

Public or Private etc.

The main difference between the two is the number of people on these types of networks. A public network may be accessed or attacked by anyone else on that network, a private network is a trusted network of users or devices. It’s set as public by default. This is the recommended setting. The following are specific descriptions of private and public networks:

• Private network. Use this for networks you trust, such as a network at home or work. When a network is set to private, your PC is discoverable to other devices on the network, and you can use your PC for file and printer sharing.
  
• Public network. Use this for networks you connect to when you’re out and about, such as a Wi-Fi network at a coffee shop. Your PC will be hidden from other devices on the network, and you can’t use your PC for file and printer sharing.
  

A private connection means that you will have certain options activated by default, such as file sharing and printer sharing. It is recommended that you use a private connection in your home connection to ensure that when you purchase another system, they can be connected to each other.

As for your question about other people getting your private emails, as long as there is no virus in your computer, this will not happen no matter you use public or private.

Changing wifi settings from public to private

I have seen the same question being asked with the same answer that apparently does not exist: I want to change my WiFi connection from public to private. The suggestion I keep seeing is:

1. On the right side of the taskbar, select the Wi-Fi network icon.
2. Under the name of the Wi-Fi network that you’re connected to, select
   Properties.
3. Under Network profile, select Public or
   Private.

Well I am running WIndows Home version 1903 and there is no link called
Network profile where I can select between Public or
Private.
