Windows 10: My pc has looping on and off and has error this

My pc is built my relatives since february, also idk if some parts are 2nd hand. Then my pc today after becoming fine since July, my pc again is looping on and off without showing screen last morning aboit 4 am. But today i tried it start but it appears in this screenshot.my cpu is right of it, also my toshiba laptop doesn't included in this connection, i used it only while my built pc is in trouble. Then also what cause of it?

I am getting a blue screen saying (as far as i can remember)

As you are facing issue with black screen boot loop, I suggest you to perform Power Drain by following the steps provided below:

• Shut down the Computer.
• Remove all power source (including battery if it is a laptop).
• Press and hold the power button for 15-20 seconds.
• Connect the power source and start the computer.

If the issue still persists, create an USB installation media (ISO) for Windows 10 using the Media Creation Tool from the link provided below:

After the installation media is created, follow the steps provided below to run Startup Repair.

• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Repair your computer.
• On the Choose an option screen, select Troubleshoot>Advanced Options.
• Click on Startup Repair.
