Windows 10: My pc is eligible, how can I get passed this?

ok, so windows 10 says I dont meet the requirements for upgrading to windows 11and lists 2 reasons.1. secure boot is not enabled 2. tpm is not detectedI can in fact enable secure boot and tpm in my bios Heres my problem. when i enable tpm and secure boot the current version of windows becomes un bootable. so how can I then get into windows to trigger the update?

Unable to access HP Simple Pass to Sign-in to the computer on Windows 10

• Have you installed HP simple pass software on your computer?

Try the below steps and check if it helps.

Step 1: I suggest you to download the latest HP Simple Pass software from the manufacturer's website install it and check if it helps.

Step 2: If you have already installed the software, I suggest you to re-install it and check if the issue persists.

Follow the steps to Access Recovery Manager:

• Press Start button from the keyboard, type Recover Manager.
• Select Recovery Manager from the list when it becomes available. Allow the action to continue, if prompted. The
  HP Recovery Manager opens.
• Click Software program re-installation, Next , select
  HP SimplePass for the listing and then follow the on-screen instructions to reinstall application

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
