Windows 10: My PC is stuck on 7% on windows update after power outage

My PC won't boot now and is stuck at 7% of the update after it begun updating and then lost power. Is there anything I can do to fix it or will I just have to reinstall windows?

Power Outage

I had a power outage and then my WiFi kept going down.

Upon turning my computer on it went from windows 10 to window 7.

No Icons on Desktop, split screen. cannot minimize screens, a few other things missing or not being able to do.
