Windows 10: My PC is stuttering even when I move the pointer.

For about 10 days now my PC has been stuttering even when I just move the pointer with my mouse. The sound isn't stuttering but the movement of the graphics is. I first noticed it when I installed a game called EVE Online and assumed it was something to do with that but I've just been trying to play The Sims 4 and it's doing the same thing. I never used to have this problem with EVE and The Sims so something else must be going on.My PC is running Windows 10 and it's about 3 years old. The basic specs are:Intel Core i9-10920X CPUnVidia GeForce RTX 2070 Super GPU64 GB RAM2 TB SSD for OS4 TB HD

Open PC settings.

Step 2: Choose Ease of Access to enter its settings.

Step 3:Click Mouse, and choose new pointer size and color in the options.

Way 2: Change Mouse Pointer size and color in Mouse Properties.

Step 1: Click the lower-right Start button, type mouse in the search box and select Mouse in the results to open Mouse Properties.

Step 2: Tap Pointers, click down arrow, choose a scheme from the list and select OK.

Method 1

Change them in PC settings.

Step 1: Open PC settings.

Step 2: Choose Ease of Access to enter its settings.

Step 3: Click Mouse, and choose new pointer size and color in the options.

Change Mouse Pointer size and color in Mouse Properties.

Step 1: Click the lower-right Start button, type mouse in the search box and select Mouse in the results to open Mouse Properties.

Step 2: Tap Pointers, click down arrow, choose a scheme from the list and select OK.

Method 3

Change size and color of Mouse Pointer in Control Panel.

Step 1: Open Control Panel.

Step 2: Enter Ease of Access.

Step 3: Tap Change how your mouse works.

Step 4: Choose new mouse pointer in the options provided, and tap OK.

Stuttering mouse pointer and second pointer in lower right corner on HP Laptop with Windows 10

Yesterday, my HP laptop's USB mouse started 'stuttering' and another pointer appeared in the lower right corner. Unfortunately, I have not been able to resolve this issue. I tried multiple fixes including uninstalling and reinstalling the mouse and display
adapters, starting in safe mode etc. to no avail, including a 30 minute 'chat' with Microsoft service.

Any suggestions.
