Windows 10: My pc keeps boot looping and I can't access the windows safe mode

Hello, I recently attempted to update some of my software files, for That i used a program called PC HelpSoft, after I installed this program and manually updated 1 file, the program told me to restart the pc for that newer file to be fully integrated in the PC's software,and when I restarted the pc the Acer boot up screen kept looping for a while and then blue screened for a couple of times, after that I tried to reset the pc to factory settings and delete all files and now I can't access the windows safe mode but the same issue persists , now no other hot keys except the one for the Acer "i

Boot loop after update no safe mode option-repair fails- restore fails

Last night around 9pm I noticed the pc was doing another update. Endless boot loop again. I ran through the steps from yesterday with one new result and it will not boot.

 

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.
