Windows 10: My pc keeps restarting after i enter the password, what should i do?

I forgot what windows it was but i have tried everything to try i guess. It asks me if i want a windows hello pin and i say yes, but then it just says it cant over and over again. I tried to press skip for now but it just resets! what should i do?

You can reset your password following the next steps:

• Reboot your computer / Turn your computer on.
• Hold down the Shift key at the start of the boot process to enable the GNU GRUB boot menu (if it does not show)
• Press ESC at the GNU GRUB prompt.
• Press e for edit.
• Use the Arrow keys to highlight the line that begins with kernel and press the e key.
• Go to the very end of the line and add rw init=/bin/bash
• Press Enter and then press b to boot your system.
• Your system will boot up to a passwordless root shell.
• Type in passwd yourusername
• Set your new password.
• Restart your system.

I would like to inform that if you want to use a Local account instead of a Microsoft Account, you can convert it to a Local account by following the steps below:

• Navigate to Start>Settings>Account>Your Account.
• In the right pane, click on Sign in with a local account instead.
• Provide your current Microsoft Account Password.
• Follow the on-screen instructions.
• You can leave the Enter Password option empty, however, it is highly recommended to keep a password on your system to keep it safe.
  

Also, I would like to inform that if you do not want to use a password to login to the account, follow the steps below:

• Press Windows key + R, type
  netplwiz and press Enter.
• Uncheck the option for user must enter a username and password to use this computer.
• Click on Apply and then OK.

To which "this" are you referring?
- If you are following the tutorial Bree suggested in the very first reply to your question then what you need to do at each step is explained in detail. So which step are you at?
- If you are following a different procedure then state what it is and which step you are at. If, for example, you are trying to manually enable the Built-In Admin as suggested in post #11 then that account has no password.
