Windows 10: My PC lags when I turn it on every morning and I have to turn it off from the button...

As the title said, my PC lags when I turn it on every morning and I have to turn it off from the button. It happens every morning. It turns on and everything is delayed. The mouse starts to freeze, the sound is distorted and I have no way to fix it. Also, I can't shutdown normally, I have to force a button shutdown.I have seen that if I go into Device Manager and right click "Scan for Hardware Changes", my PC starts freezing again and starts what happens every morning. So I think its a drivers problem... But I dont know why, and which one is corrupted or not working.Important: it only happe

When the Power button is Pressed Pc turns on then Off again.

Just update, Turned Pc on this morning with the New PSU, Same problem.. Just wont start first time i press the button it seems to get to the windows logo then just completely cuts off.
Checked the CPU Cooler earlier, Tightened up the screw on the CPU cooler. I checked the temperatures CPU too seem to be 20-30c Idle. Case Temp roughly 35c.

this is the prob , sometimes (in the morning) i switch on the UPS and then at once i click the power button of the mobo(in the casing) . but sometimes the power light came in and it goes off . then again when i push the power button again the power light turns on and it starts the fans . but at once it goes off . i didnt cleaned the pc for abt 1 year now. its not tidy in there . there are lots of dust . actually can anyone help me ? im thinking abt the psu
