Windows 10: My pc says I need administrator access, but I am admin???

I got my PC second hand and I am the only user and account on it. For some reason my old files now say I need admin access but I am admin??? I can't delete old files that are just taking up space : Every time I go to delete a file it says I do not have access. When I choose Properties and Security to see who the owner is it says unable to display current owner. I am not sure how to fix this :/ Please if you have any advice it would be greatly appreciated!!!

It's possible that you're not using an elevated command prompt, causing the Access Denied error. We suggest following these steps to properly disable the built-in administrator account:

• Right-click the Start button.
• Choose Command Prompt (Admin).
• Copy and paste net user Administrator /active:no and press
  Enter. If the command isn't successful, please post a screenshot so that we can study it further.

Let us know if you're able to hide the administrator account after following these steps.

I suggest you to check if issue persists in Hidden Admin account. Follow the steps to enable Hidden Admin:

• 
  Press Windows key + X.
  
• 
  Click on Command Prompt (Admin).
  
• 
  Type ‘net user administrator /active:yes’ and press Enter.
  
• 
  Now check if issue persists on the Hidden admin account.

Can't send screen shot. Entering Command prompt(admin) get "Do you want this app..." box with NO as the only choice. I have tried everything I've found on the net to enable the built in administrative account to no avail. Running Win10 OS build: 16299.125.
HELP!
