Windows 10: My PC Wont broadcast to HDMI

i turn on my pc and it will register that its associated with an HDMI but it won't actually display anything besides a slightly illuminated black screen. in the beginning after unplugging it i finally got a sign on life and threw up a logo and a loading circle for a minute then a bright blue screen popped up and it said that the pc had tried to start up the wrong way and it gave me two options one to reset the pc and another to search more about the problem but i decided to reset figuring that would be the end of it and now that i did reset it i haven't got any sign of it working at all exce

Could you please help me with the below questions:

• How are you broadcasting?
  
• Are you receiving any error code along with the error message?
  
• Which version of Windows you are using? (To check, type: winver in start menu and hit enter.)
  

You can check if the Broadcast option is enabled under Settings. To do so, follow the steps mentioned below:

1. Click on the Settings icon from the start menu.
   
2. Click on Gaming > Click on
   Game bar.
3. In the right pane, turn on the slider under “Record game clips, screenshots, and broadcast using Game bar”.
   

I suggest you to follow the troubleshooting steps mentioned in the Microsoft article on ‘Why
can't I broadcast my game?’ andplease provide a screenshot of the window, so that we can have a better understanding on this issue. Follow the steps mentioned in the
screenshot

PC to TV through HDMI

Hi,

Have you tried to reconfigure your audio settings? If not, try to change your audio output settings to HDMI by following the steps below:

• Press Windows ( ) key + X.
• Select Control Panel.
• Click Hardware & Sound.
• Click Manage Audio Devices.
• Select the HDMI device listed under the Playback tab.
• Click Set as default and click Ok.

Also, we suggest to update your audio driver.

Why exactly is ATi considered be better at HDMI?

I plug my HDMI cable into the card, then into my TV. Those are the steps that I have to do. All the steps you list make absolutely no sense to me.
