Windows 10: My PC wont let me in at all ive reset it and the administrator just wont let me log back in...

Simply got into the command cent er from here ive tried commands like “systemreset -factoryreset” they do not work. Ive tried “powercfg -h off” when I finally got into the “c:\>” part. From there no luck im trying to get into my pc wont let me reset it nor will it allow me to just log-in. I dont have a password or a guest profile. I tried lookin for viruses and seemed to be nun. I need help asap. I need my computer I stream and I also work. I need someone to tell me what exactly to put in to reset the whole pc at this point.

PC shut down, wont turn back on

The fan twitch is it powering up and then the psu is noteing a short and cutting out hence why it wont do it again straight after until it's reset, something is blown or shorted out so you need to do as someone suggested and split the pc out then, on a table build the minimum up as he said and step by step see what's happening.

 

Settings and store wont open, and pc wont reset

As far as the reset goes, i logged out and held shift key while i hit restart and did the reset and keep files from the troubleshoot menu

 

Acer pc wont reset

Hello. My Acer Pc wont reset. I am running windows 10 and I have reset the pc before. I go to reset the pc, it goes to the file removal stage, and it stays on the screen that says, "Resetting your pc. This will take a few minutes and your pc will restart."
It has been on this screen for about 6 hours. I cant cancel it and it wont let me power off the device. Help?
