Windows 10: My PC wont shutdown, taskbar wont show, power button wont work, settings wont load

Yo my pc wont shut down I tried through windows and even the button on the case but it wont work Settings doesnt load And i had a black screen Now home button doesnt work, task bar wont show up, and wallpaper is just black I have 2 lights on my case next to the power button not sure what they are but the first one stays lit up while the other is blinking constantly First one has a sun symbol next to it and the second one has a battery symbol next to it Need help rn

taskbar icons wont load

somehow the task bar icons wont load at all. so i cant get into control panel. whats causing this?

oh sorry, taskbar icons wont load at all..so i clicked multiple times to bring them back up, so its fine now.....but whats with the delay?

yes its a trusted website.

and ive been using force shutdown, its the only way i can turn my pc off.

 

Settings wont show, And windows wont show WINDOWS 11

I didnt know what happened to my laptop, last time i use it was like 2 days ago it was doing normally okay. but since yesterday when i turned on my laptop again. The language changed to spanish, I tried changing it from the taskbar but it didnt work, I shut it down trought the power button because my windows tab wont show, and its still in spanish. I cant even open the windows tab or the settings too, it wont open at all till now. Even the search icon. and Ithe volume button is stuck on mute or 0. I dont know what to do. Can anyone help me?
