Windows 10: My profile is gone and so is my taskbar

For the second time in three months I have come home from work and my computer takes an extremely long time to come up and when it does all of my files are missing. Not only that, but I have no task bar. So I can't even effectively start over. The last time I reinstalled windows by using the windows key + I to pull up settings and reinstalled windows. However this time, it won't even pull up the settings page. restarting has done nothing. This makes no sense. The only evidence that it is still my computer is its still my name on the profile login screen. I can't create a new profile. I can't d

Basic question on profiles

I made a OC profile in addition to the defualt. It is listed as the "3D profile" in the main screen. Does that mean the card will switch to those frequencies when the game goes into 3d mode, despite the defualt frequencies being listed when I put my mouse over the taskbar icon?

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
