Windows 10: My programs wont start up

I had no issue with my pc the day before. It needed to update so I set it to update then shut down and then went to bed. I go to turn it on and open up the internet the next day and it won't start up the Microsoft edge program. I try to start up other things and they won't open. Even command prompt won't open, nor task manager. Also I can't shut off my pc normally by clicking on the shut off function, I have to press the power button to shut it off physically. Also I saw that apparently my pc didn't update? I restarted it many times to try to see if it would work and when I restarted it one of

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

Why are built-in programs starting to show up in Programs and Features

After last month's Windows Updates, I noticed Remote Desktop was listed under Programs and Features as an uninstallable program. After this month's updates, Paint is now listed. Is Microsoft rolling out some new OS unbundling strategy one step at a time or something?
