Windows 10: My screen flashes white 5-10 seconds and task bar resets and I cannot open any apps.

Hi I use windows 10 and every time I login I go to the base screen and every 5-10 seconds my screen goes white and back then back to normal. As soon as it goes back to normal the task bar resets in a way and I can’t open any apps. Eventually the task bar shows my apps but then it flashes white again. Only thing I can open is the ctrl alt delete screen. Please help.

Windows 11 Task Bar Setting To Open App via Task Bar and Open App on Screen that I clicked Open in the Task Bar

I have three monitors and have set the task bar to appear on all three monitors. I want to set the task bar up so that if I click on a shortcut saved in the task bar on a certain monitor that the app will open on the monitor that I clicked the task bar... Not on where the app was last opened or is currently opened. Specifically I am looking for a browser to open on that screen even though it is already opened in another occurrence on another screen. This would be edge, firefox and chrome.

 

Screen keeps flashing, no applications will open, applications flash between "colored" and blank white. Can not type in the Cotana bar.

While down loading windows 10- worked great on 3 computers, but the 4th is a different animal!!!! Screen keeps flashing, no applications will open, applications flash between "colored" and blank white. Can not type in the Cotana bar. Internet icons are
not available. The only thing I can access is ctrl+alt+delete and turn off the computer. Can open task manger but can't do anything there.

Help this is a very important computer!
