Windows 10 Stutter problem

So for the past 2 months i have been dealing with a stutter issue on windows 10. I built my pc back in early december and at first everything was fine. Then the stuttering started. It can happen on anything from google chrome to firefox and itunes or games
such as league of legends, runescape, rainbow 6, h1z1, and even chess. The stutter occurs for a split second every 3-5 seconds and in that split second the audio and video will stutter. Ive spent hours looking up solutions and have yet to find one that works.
Ive tried all of the fixes suggested on this site and none have worked. At this point im desperate for a fix because the stutter has not been fixed. Please help me.

Steps I've done

Here what happens

  turn on PC
  
• 
  start windows
  
• 
  get blue screen ( message NTFS file)
  
• 
  it reboots returns to diagnosing PC
  
• 
  Diagnose and repair fails
  
• 
  I move to advance options
  
• 
  will not reset windows , I click on CMD
  

things I've tried
commands:

reagentc /disable

reagentc /enable

*************************FAILED
not recognized
**********************************

Video Stuttering

Not sure what started causing this issue recently but I’ve noticed movies have a frame stutter or refresh rate stutter or like frame drops on the Xbox Series X. It happens when watching movies on Disney Plus, Prime Video and Movies & TV.

I tried all the suggestions listed around the internet. None of them worked. When using the apps on my Smart TV the stutter/frame drop isn’t there. Even when using screen mirror it isn’t.

Just started sometime in March. Only thing that changed was an update in March. I have no idea what’s wrong.
