Windows 10: My Screen is freezing every 10 sec but only when monitor is connected

I have a problem that I've been trying to solve for weeks. It's about the laptop.Until now I've connected the monitor to it and I've been using it for a long time, but yesterday when I connected the monitor it started to freeze the image every 10 seconds and it lasts for about 2 seconds and repeats like that all the time. I tried many things: deleted temp files did a disk cleanup deleted apps and games updated all drivers and did virus scan Also i connect the old monitor and id was doing the same freezing thing.Can someone help me with this

• What changes did you make in the BIOS? As making the changes in the BIOS is only recommended by Microsoft if done by the manufacturer.
  

• How are you connecting to the 2nd monitor?

PowerDVD 9 freezes on startup for 10 seconds

My problem is that my PowerDVD 9 freezes whole system for 5-10 seconds while starting. It happens on my HD monitor Samsung 240HD. But when I connect 40 inch 720p tv it works great. Please, can u suggest what the problem or give some link to fix.

My workaround is to use PowerPoint Screen Recorder but this need additional screen capture.

The reason for Screen Recorder is Windows 10 Mouse Cursor for Office Menu item disappear when select Screen Capture App. It is cumbersome to show Tech Support what is selected on Office App on captured screen...
