Windows 10: My scrolling is glitchy and I can't seem to find a fix

I have an issue with my scrolling where it sometimes goes the opposite way, this results in my scrolling staying in one place or occasionally stopping for a second, and at worst going the complete opposite direction. There is also an issue where inputs suddenly come out of nowhere several seconds on minutes after I put an input that doesn't register. This is causing a lot of problems for me. My mouse is a wireless mouse, but the problem persists even when wired and also with other native wired mice.

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903
