Windows 10: My settings change for keyboard and mouse or browser randomly?

So about 4 months ago I changed my settings for devices to not be charged or have power while pc was off. It would randomly turn itself on and read that the reason might be keyboard turns itself on causing pc to turn on. Numbers permanently locked

You scroll down with mouse wheel and highlights the page

You click a video and it opens the tab instead of playing it.

I tried resetting my pc and wiping everything called Microsoft and they fixed it temporarily and the problem is back. Everything works just have to reset a few times to get it to work properly. Any ideas?

• Have you tried using a different keyboard and mouse? If yes, how was it?

mouse is vibrating randomly and switching tabs if I am on browser

I have been experiencing the following issues with the Microsoft Sculpt mouse. I have replaced the batteries with the new one. still same issue.

• The mouse is vibrating randomly.
  
• While I am MS Teams, randomly switching chat tabs or If browsing a stie, randomly going back and switching browser tabs.
  
• Getting plug-in/out sound randomly on OS.
  
• Mouse battery draining very fast. I have to replace batteries for every 10days.
