Windows 10: My son cant use the funds in his account to buy in Windows store

I added $20 to my daughter´s account in order to buy apps in the Microsoft store, but when she tries to buy and I give her the permission to buy it, they ask me for me for my credit card, even she has enough funds to buy, and even if I accept to pay with my card appears a notice saying that I can´t use a card which is not from the same destination my daughter is in another country, Microsoft should explain what she can buy with the money I added a her account. It´s very frustrating

Adding funds to Microsoft account

When trying to add funds to my son’s account i am getting an error message that there is a system issue and inshould try later. This is going on for a few days. Error message is similar when trying from my PC (running Windows10) and iPhone (iOS 13.5). Also
getting the same message when trying to use a credit card and with PayPal
