Windows 10: My son's account has been blocked

My son's account *** Email address is removed for privacy *** has been blocked. I don't know the reason for the block. After trying to unblock it twice, access from my phone has also been blocked. Please provide the reason for the block and unblock my son's account as soon as possible, because I can't use the family safety app because of this!

I have Windows 10 Home and it's version 1703

os build 15063.674

I checked for updates but it told me that I was updated. I checked my son's laptop and it said it had the latest updates as well.

I manage all of the settings from my account page online.

There have been no changes or new programs installed on my computer.

I have also noticed that even if a program is blocked, my son can uninstall it and download it again and even though it remains on my blocked list, he can now play it by reinstalling.

My son is required to use a computer to go to his school's website and do his homework. He often starts playing games instead.

I used to be able to block/unblock at my will. In activity, there used to be a BLOCK button right next to the games.

Now there isn't. There are some apps I've blocked in the past that are still on his blocked list but I can't add any other ones to it now?

I've looked up forums and tutorials online and they keep telling me I can block it from the activity page by scrolling down to the Apps and Games and clicking the block button, but the block button is no longer there. I am the administrator of the accounts,
and he is set up as a child account under mine so I don't understand what is going on here and where I am supposed to go to block these
