Windows 10: my taskbar is permanently locked on the left of my screen how do i change it?

Can you tell me how to change my taskbar lock it wont let me change it is there another way?

lock screen photo, follow these steps:

  Choose
  Personalization.

  On the left side of the screen, click on
  Lock screen.

  In the
  Background, change it to
  Picture.
