Windows 10: My taskbar keeps jumping and there is always the processing circle next to my cursor

The sytem icons on my taskbar keep bouncing to and fro and there seems to be a certain process always running in the background, I have tried turning off my touch screen and re installing drivers its not helping.The mouse cursor shows processing eve when i hide the taskbar. This issue has persisted for about 2 years now. I updated my laptop today morning and the issue seemed resolved today for the first time ever but it started again after a few hours.It would be really helpful if someone could help me figure this out.Its definintely not a hardware issue as it got resolved today.

Microsoft Office Taskbar Jump Lists

For us to better assist you with the taskbar Jump Lists issue, we'd like to know the following:

• Were there any changes made to the computer prior to this issue (e.g. Windows updates)?
  
• Does the issue also occur on other pinned apps/files?
  

In the meantime, we suggest to turn off/on Jump Lists in Settings. To do so, please follow the steps below:

• Press Windows key + i to open Settings, then select
  Personalization.
• In the left pane, click Start.
  
• Turn Off then turn On Show recently opened items in Jump Lists on the Start or the taskbar.

Jumping mouse cursor

Mouse cursor keeps jumping out of control. I've uninstalled it (there were 3 listed under the mouse device) and then updated the device driver. Didn't fix it. What do I do?
