Windows 10: My taskbar wont show up, settings and file explorer won't open, and anytime I try to open...

The question gives a basic rundown of what's going on, but here's more detail on what is going. My taskbar randomly stopped working out of nowhere, besides this arrow on the right, which brings up a small menu with Bluetooth, a Steam icon, and a Windows Security icon. When I hover over the Windows Security, it says action required, but also will refuse to open.The Settings and File Explorer do not work either. The Settings app will immediately close upon it being opened along with Windows Security and cannot be opened with 'ms-settings:' The File Explorer will open, but will not show anythi

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?

 

File Explorer STILL not opening

File Explorer has not been opening for at least a month. I have followed Microsoft's given steps in Fix
File Explorer if it won't open or start multiple times with no success. Has anyone found a solution?
