Windows 10: my virus and threads protection is Off and I can't turn it on again

I think my pc is under attack by some hackers or virus because in my settings privacy and security all antivirus and anti-malware systems are offline and might be my device is corrupted I have tried to reset the device which was 85% successful but I wanted a new windows to be loaded but cloud download didn't work as it says " something wrong has happened please try again later " I am in a very serious situation screenshots are attached below also that Hacker can access my web cams and more Even my gmails as someone logged into my Microsoft account yesterday from China and I live in India which

Turning on spyware and virus protection

I have Windows 10 and have been advised that both my spyware and virus protections are not turned on. I have tried to turn them on but to no avail. I do not have any competing protection installed on my computer. Please advise as to how to proceed.

 

How can I turn off virus protection?

I would suggest to only turn off virus protection for a short duration such as during the installation of an app that can't be installed otherwise.

The steps to turn off windows defender are:

1. Select Start button > Settings > Update & Security > Windows Security > Virus & threat protection > virus & threat protections settings

2. Switch Real-time protection to Off. Note that scheduled scans will continue to run. However, files that are downloaded or installed will not be scanned.

 

Cannot turn on Virus protection

My virus protection cannot be turned on after the latest update of Windows. There is notice about unexpected error everytime I try to restart Virus protection (In the security center, it said that threat service has stopped and I need to restart). I have
tried many methods suggested in the Internet but none work. And I dont install any other virus-protection progam like Norton or Mcaffe.
