Windows 10: My webcam stopped working for all apps that use it

My last webcam was a Logitech C310. That one stopped working approximately a week ago. I just recently got an AVerMedia 313 Streamer Webcam and it hasn't worked once yet either. Also, the light indicator on both webcams always came on when an app said it was in use. So the webcams themselves are fine, which just leaves it to either drivers or Windows. After exhausting almost every sort of driver I could manage to find on the internet and making sure my Windows is fully up to date, nothing has worked. I'm pretty sure this issue is related to Windows. I've gone through the Microsoft support page for problems with the camera already and I've read many articles saying they can fix this problem, as well as YouTube videos. Still nothing so I'm finally caving in and coming onto here searching for help. If ANYONE has a possible fix I would love to hear just what that may be. But nothing basic like checking if there's a privacy shutter over the camera or if I've updated my drivers, or uninstalled and reinstalled, or allowed access to all the apps, and simple things like that. Trust me, I've tried it and been brought to my knees many times with the simple tricks I hoped would work.

Webcam had disappeared

Hi,

The webcam may have stopped working due to hardware failure, or a loose cable that connects it to the device’s motherboard. We suggest that you try to show hidden devices in
Device Manager by following these steps:

• Right-click on the Start menu and select Device Manager.
• Click on the View tab and select Show hidden devices.
  

If you are seeing the webcam drivers, uninstall them. Then restart your device to check if Windows will be able to recognize the webcam and will install the drivers.
