Windows 10: My whole Pc stutters/jumping frames and after Deleting all my Files its still here. WHat is it?

I downloaded DS4 emulator and .net desktopruntime yesterday and after those it started that my Computer is jumping frames or idk what it is. It effects all, VIdeos games my Mouse cursour. I made a completly cleanup of my pc and its still here i tried everything and nothing works. Nothing on the internet worked and its still here [moved from de-de]

Frame Stutter

A couple days ago every game that I play has frame stutters. its not my GPU because I still hit over 100 frames in my games. I also notice some audio stutter when people are talking in my discord server. ill list my current build down below. I have updated
windows to the most current version along with my video video drivers.

CPU: Intel I7 8700K

GPU: ASUS ROG STRIX GTX1080TI

RAM: 32GB G-Skill Trident Z RGB 3200Mhz

MOBO: ASUS ROG STRIX Z370

CPU Cooling: Corsair H100i liquid cooling

HDD: 2x Toshiba 5 TB HDD

SSD: Samsung Evo 850 1TB

PSU: Corsair RM1000i

OS: Windows 10 Home Edition

 

Video Stuttering

Not sure what started causing this issue recently but I’ve noticed movies have a frame stutter or refresh rate stutter or like frame drops on the Xbox Series X. It happens when watching movies on Disney Plus, Prime Video and Movies & TV.

I tried all the suggestions listed around the internet. None of them worked. When using the apps on my Smart TV the stutter/frame drop isn’t there. Even when using screen mirror it isn’t.

Just started sometime in March. Only thing that changed was an update in March. I have no idea what’s wrong.

 

Jump list issue

I recently upgraded from windows 10 to windows 11. On Windows 10, under on my task bar I had one file pinned to the excel jump list. However, after I upgraded, the files seems to be permanently in the jump list. When I click on it, I get the message “The item you have selected is unavailable. It might have been moved, renamed or removed. Do you want to remove it from the list?“ It then gives two option to either cancel or delete. Deleting does not work, I tried to reset the laptop and nothing. I've right clicked to unpin and no action is taken either, it's persistently staying in the jump list. Any suggestions?
