Windows 10: My Windows 10 PC does not update with the following error: 0x800f0831

The update I'm looking to install is KB5003173.I tried a lot of steps from other websites and forums, to no avail. By the way I had uninstalled a few updates by going to the Control Panel and uninstalling one by one, because of an unrelated issue which I believed, was caused by some of those updates. I don't know if uninstalling those updates caused corrupted files or anything. But so far I have no luck using the normal Windows Update, or using the Media Creation Tool, or the Windows Update Assistant, and also some cmd commands and stuff which worked for a few others. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Windows 10 Installation Error 0x800f0831

I created a Windows 10 ISO and attempted to do a clean install. I got an error message, installation not completed, returned to earlier settings. In the System app, under Upgrades, under update history, got the Error message, 0x800f0831. Any ideas?
