Windows 10: My Windows 11 computer is stuck in what I can only assume is a boot loop

I'm not too well versed in computers, so I've been have a problem with my computer for the past day or so. I didn't like how Windows 11 was set up, so I tried installing Windows 10, however that didn't work so I looked up a tutorial, followed the steps, and decided to wipe my pc as I had nothing of importance on it. Now, my pc is stuck in a loop and I don't know how to get out of it. First, it shows the normal thing that pops up when you shut off and on my pc, then it goes to a installing screen that goes from 64% to eventually 89% then restarts, goes back to the first screen, then does the in
