Windows 10: My Windows 11 is freaking out and flashing

My Windows 11 just started flashing and spasming like crazy. It's not a display issue, because when I go to the ctrl+alt+delete or login screen, it's fine, but once I'm logged in, all of my windows and explorer Taskbar+wallpaper start flowing on and off, and the windows start cycling as though in rapidly selecting each one. Because of this, I can't type anything, can't open anything except what I can access from login or ctrl+alt+del, and it even happens while in safe mode. How the hell do I fix this? It's a brand new PC and I was installing my programs when this happened, and now I can't do

To help you out with your concern, we suggest that you disable the add-ons in Internet Explorer 11. For step by step instructions, go to this

We also suggest that you reset Internet Explorer 11 through these steps:

• Choose Internet options > Advanced.
• Click Reset.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

 

If too much of a color is on the screen my screen will "freak out"

What i mean by "freak out"

• most of screen will start flashing white or black
  
• top of screen will desync from the main flashing and display what should be displayed between flashes
  

I have tried

• Windows key + CTRL + SHIFT + V
  
• Checking Video card (Nvidia GTX 1650) drivers
  
• Checking Monitor drivers
  

Happens usually when

1. Lots of one color is on the screen
   
2. high heat inside the system
   

My specifications are (laptop)

• GPU: Nvidia GTX 1650
  
• CPU: Intel(R) Core(TM) i5-10300H CPU @ 2.50GHz 2.50 GHz 64-bit
  
• RAM: 8Gb
  
• Monitor: Unknown HD monitor
