Windows 10: My windows 11 pc got stuck on an infinite boot loop, i think it wiped everything

Hi, can anyone help me, i turned on my pc after what i think may have been an update and got stuck on an infinite boot loop, black screen with spinning dots with no logo, it sends me to recovery mode but the pc can t successfully diagnose the issue, i tried system restore but something is seriously wrong with that feature because when i try it, it just takes me back to recovery screen instantly, and continues the loop when i restart, i tried entering in safe mode, but something is also seriously wrong, it restarts but just sits at my motherboard screen, no loading symbol. i also ran some comma

Hello,

My wife's desktop is stuck in infinite loop and cannot boot into safe mode. I was thinking about taking her SSD out and plugging it into my pc to perform a SSD wipe. Not sure how to go about reinstalling windows 10 onto that SSD as it would still be plugged
into my pc and wouldn't recognize her PC for the verification. Please advise.

Any suggestions ? What should i do? My 1st boot priority is already set to cd/dvd but still detects sata device 2 as the dvd
