Windows 10: My Windows 11 PC is stuck in an automatic repair loop, I cannot get passed it.

I've tried the following: Restart= failed and brought me back to the automatic repair screen.Reset this PC= "unable to reset this PC"or "There was a problem resetting your PC".Start up repair= failed. Start up settings= FailedUninstall updates= unable to uninstall updatesUEFI Firmware settings= Restarts PC and brings me back to automatic repair screenSystem restore= Failed gives me error code 0x80070017 but I am unable to access my PC to disable any antivirus.I am unable to install Win 11 from a USB stick since my PC won't detect any USB flash drivesI have literary tried everything including

Here are the steps I generally recommend to fix automatic repair boot loops:

Use Check Disk Utility

Fix Boot and Rebuild BCD via Command Prompt

Restore Windows Registry

Delete the Problematic File

Disable Automatic Startup Repair

Check Device Partition and OsdevicePartition

Perform Refresh or Reset Your PC

stuck in Preparing Automatic Repair loop after upgrading to windows 11

after upgrading to windows 11 every time I restart my PC or shut it down and then turn it on my PC gets stuck in a Preparing Automatic Repair loop

to exit the loop i have to go in UEFI (BIOS) settings and then go in BIOS setup and then in files and select apply default changes and exit

after that it restarts and my PC exits the loop

so i have to go back to windows 10

any suggestions??
