Windows 10: My windows bar ends up freezing shortly after boot + Task manager and win+x not working

Hi,As of a few weeks, my windows bar has started freezing shortly after boot, often while the system is still starting up in the minutes following the password entering screen. I have noticed that the probability of it freezing increases if I "disturb" the system by clicking opening apps or clicking on the windows bar.Fruthermore, task manager does not start whatever I do. Win + x does nothing either, nor does the windows key.How can I fix this?Best,Charles

Windows 10 Task Manager "End Task" does not end task.

1) Does it show any error message while performing End Task Through
Task Manager?

I suggest you to perform Safe Mode with Networking and then try to end the task and check if you’re able to

Safe mode:

Please follow below steps:

• Click on power button at left bottom corner, press and hold
  Shift key and click on Restart.
• Click on Troubleshoot.
• Click on Advanced options.
• Click on Startup Settings.
• Click on Restart.
• When your PC starts up, you'll see a light blue screen with the Startup Settings menu. You can now choose an option using your keyboard (number keys or function keys). To start up in Safe Mode, press
  4 or F4. To start up in Safe Mode with networking, press
  5 or F5. To start up in Safe Mode with the Command Prompt, press
  6 or F6. If you change your mind and decide you don't want to boot into Safe Mode after all, hit
  Enter to boot normally.

Windows 10 Start button, task bar menu and swipe does not work

I understand your concern and will assist you to resolve this issue.

I suggest you to follow the steps below and check if it helps.

Step1: End Task the Windows Explorer.

• 
  Open task manager (CRTL+SHIFT+ESC)
  
• 
  Right-click on windows explorer
  
• 
  End task (Note: don’t close Task manager)
  
• 
  Click on File > Run new task
  
• 
  Type explorer.exe and press enter
  
• 
  Your search bar should be functional again.
  

Step 2: If Start button is not working then I suggest you to check for the latest updates.

• 
  Press Windows logo key +R, enter
  MS-settings: and then press OK. This opens Settings.
  
• 
  In Settings, go to Update & security >
  Windows Update, and then select Check for updates. Install any available updates and restart your PC if required.
  

Step 3: Some problems can be fixed by signing out of your account and then signing back in. Press Ctrl + Alt+ Delete and select
Sign out. Once you’ve signed out, sign back in to your account.

File explorer in task bar freezing

I upgraded to windows 10 pro v1903 os build 18362 which runs fine shortly I noted the file explorer is not opening in task bar, if opened from other application it tends to freeze especially when I rt click, the Microsoft edge has started to freeze, the
other options when rt clicking on start and select any option from the open dialogue list for example device manager they don't open, I don't know why I tried virus scan and windows update the problem not changed, I don't have this issue with my other PC running
same os version and build, I am not sure if files are damaged and how can I repair them, the trouble shooter did not help, thank you.
