Windows 10: My windows computers screen is frozen.

My computers screen is frozen, and it’s saying I have some viruses and to immediately call a number to fix it. Is this a scam or should I call? Also if it is a scam how do I make it stop.

Frozen screen

When I start up my win 10 computer the screen is frozen and there is no cursor. Any suggestions on how to fix this problem?
