Windows 10: My windows Is Corrupted and I cannot launch ISO.

So the previous forum/question i posted is about the cmd or powershell adminstrator not able to work, well someone replied to use the media creation tool thing. Now I downloaded it and usually the allow or disallow popup thing appears, but when i double click on the media creation tool file, my screen turned dark and suddenly it didnt pop out. an error message pop out which saysC:\Users\User.my computer name\Downloads\MediaCreationTool22H2.exe The specified path does not exist.check the path and then try again^^this thing also pop out if I try to use cmd or powershell as adminstrator.Is ther

ISO corruption , very annoying.

I can't seem to find where to download the below :

• 
  Step 1: Download and Extract > RESTOREHEALTH v2.ZIP
  Step 2: Insert your Windows Setup Media ( Mounted ISO or DVD or USB )
  Step 3: Right Click on RESTOREHEALTH v2.CMD and Run as Administrator

I tried imgburn followed step by step and it sucks ...burned an image supposed to be ISO endend up in UDF ..not auto executable and scraped a dvd for it. Gonna try alcohol thx

Before proceeding, please check if the same issue occur when logged in through a different user account.

Please perform the below steps and see if it helps to resolve the issue.

This issue may happen due to system file corruption. I suggest you to run System file checker. System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Kindly follow
the below given steps:

• Press Windows key + X, select
  Command prompt (Admin) to bring up elevated Command prompt.
• In Command prompt type sfc/scannow and press enter.
• Restart the computer.

If no corrupted system files were found in the previous state, then I suggest you to try the following steps:

• Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
• In command prompt, type the following commands and press Enter after each command:

DISM.exe /Online /Cleanup-image /Scanhealth

DISM.exe /Online /Cleanup-image /Restorehealth

• Close the command prompt and restart the PC and check if it works.

After this try re-installing Windows 10 with the ISO and check if it helps or not.
