Windows 10: My windows retail digital license fails to find my new device, can't upgrade

I checked all the info on my old pc see below and it indicates I have a retail digital Windows 10 Pro license. I tried to transfer it to my new PC, but on my new PC Windows doesn't offer it as a device after Activation, troubleshoot, "I recently changed hardware on this device"Here is what I did:I have RESET my old laptopClean installed Win 10 Pro on my new PCTried to activate via above troubleshoot. Transfer PURCHASED Digital Licenses to New Device

A year or so ago I bootcamped two of my Macs and purchased digital licenses for them. Before unbootcamping them, I released the licenses. Looking at the "my devices" I still see the two formally bootcamped Macs listed. I'd like to use those licenses on VM
devices. How do I do that? Again, I paid for the licenses - they weren't upgrades - they weren't OEM. They're not in use and I paid retail for them.

Windows digital licenses: retail or OEM?

Anywhoo... MS themselves has made it a completely moot point.

#1 I sell a computer with a digital license for Windows 10/11 stored at MS with a blank drive with no OS installed, I have no control over it if the buyer installs Windows 10/11 on it and activates Windows 10/11 on it using the generic product key. I did not transfer the license for Windows 10/11 to the buyer, MS did - and I cannot be held responsible for either the buyer's nor MS's actions.

#2 Paragraph 4a does not prohibit a user from transferring a "pre-installed" license from one device they own to another device they own. It only specifies the conditions under which that license can be transferred to another person.

I see nothing in the T&C that would specifically prohibit a person from converting an OEM channel activated license to a retail channel activated license and transferring that license to a second computer. Can you provide the language in the T&C (EULA) that would prohibit that?

Results:

I was not able to transfer my digital license W10 Pro to a new computer using the media tool.

I was able to upgrade my OEM W10 Home to the Pro version on the same computer without problems though. On my new laptop, I had to purchase a retail version of W10.
